This bill mandates that certified nurse midwives and physicians practicing obstetrics provide pregnant women with comprehensive information regarding birthing options prior to delivery. Specifically, during the initial consultation and before labor begins, these healthcare providers must present evidence-based information in English and in at least the seven most common non-English languages spoken by individuals with limited-English proficiency in New Jersey. The information must cover various birthing options, including hospital births, home births, and the associated health risks for both the mother and infant, as well as details on what is covered by the patient's health insurance.
Additionally, the bill requires certified midwives and physicians to offer annual education on birthing options in a language that the pregnant patient understands. The Commissioner of Health is tasked with creating necessary rules and regulations to implement the provisions of this act. The bill is set to take effect 180 days after its enactment.
