This bill mandates that certified nurse midwives and physicians practicing obstetrics provide pregnant women with comprehensive information regarding birthing options prior to delivery. Specifically, during the initial consultation and before labor begins, these healthcare providers must present evidence-based information in English and at least seven other commonly spoken languages for individuals with limited-English proficiency. The information must cover various birthing options, including hospital births, home births, and the associated health risks for both the mother and infant, as well as details on what is covered by the patient's health insurance.

Additionally, the bill requires certified midwives and physicians to offer annual education on birthing options in a language understood by the pregnant patient. The Commissioner of Health is tasked with creating necessary rules and regulations to implement the provisions of this act, which will take effect 180 days after enactment.
