This bill mandates that each executive county superintendent distribute funds to public schools within their jurisdiction for the purchase of tourniquets, with an appropriation of up to $500,000 from the State General Fund. The Department of Education is also authorized to distribute federal funds for this purpose, as permitted by federal law. The tourniquets must be placed in unlocked locations on school property, clearly marked, and accessible during school hours and at school-sponsored events where students are present.
Additionally, the bill requires the governing bodies of public schools to develop and conduct annual training for school employees on the use of tourniquets and bleeding control techniques. Schools may collaborate with local law enforcement, emergency medical services, or recognized organizations to fulfill this training requirement. Each governing body must ensure that all school employees participate in this training and provide a statement of assurance regarding compliance to the executive county superintendent.
