This bill mandates the Attorney General to establish a 90-day pilot program in the ten municipalities with the highest violent crime rates, as identified in the most recent Uniform Crime Report. Each participating local law enforcement agency will receive a ballistics scanning device to enhance their evidentiary and firearm intelligence processes. The devices will allow officers to scan cartridge cases at crime scenes and upload the data to an investigative portal, providing immediate analysis to aid in investigations.

Upon completion of the pilot program, the chief law enforcement officer of each agency must submit a report to the Attorney General within 30 days, detailing the incidents where the device was used and recommending its continued use. The Attorney General is then required to issue a report to the Governor and the Legislature within 60 days of receiving these reports, advising whether the pilot program should be made permanent and funded annually for municipalities with high violent crime rates.
