This bill mandates that by June 30th of the 2026-2027 school year, every board of education in school districts and boards of trustees of charter or renaissance schools must install at least one exterior key box at each school building. The key box must meet or exceed Underwriters Laboratories Standard 1037 and be strategically placed to allow emergency responders—such as law enforcement, fire, and emergency medical services—immediate access to the building. The exact location of the key box will be determined in collaboration with these emergency responders.

Additionally, the key box must contain necessary keys and access control devices for all buildings and rooms on the school grounds, as well as the most recent critical incident mapping data in printed format. To support the implementation of this requirement, the bill appropriates $2.5 million from the General Fund to the Department of Education. The act is set to take effect immediately upon passage.
