The proposed bill establishes the "Fleet Conversion Task Force" within the Department of Environmental Protection (DEP) to address the transition of commercial motor vehicle fleets from fossil fuel-powered vehicles to zero-emission vehicles. The task force is tasked with studying the challenges faced by fleet owners and operators, including the fiscal impact on small businesses, and coordinating with stakeholders to develop a supportive ecosystem for this transition. It will also formulate recommendations for policy changes to ease compliance with existing laws and propose new policies aimed at effectively reducing greenhouse gas emissions from commercial motor vehicles.

The task force will consist of 15 members, including six ex-officio members from various state departments and nine public members appointed by legislative leaders and the Governor, representing diverse interests in zero-emission vehicles. The task force is required to report its findings and recommendations to the Governor and the Legislature within two years of its initial meeting, after which it will dissolve. The bill emphasizes the importance of collaboration and input from various stakeholders, including public fleets, trucking companies, utilities, and environmental organizations, to ensure a comprehensive approach to reducing emissions in the transportation sector.
