This bill mandates the establishment of a public awareness campaign by the Department of Education to inform parents and guardians about the dangers of social media use among minors. The campaign is designed to utilize findings from the United States Surgeon General's May 2023 advisory on social media and youth mental health, which highlights the significant risks associated with social media usage, particularly for adolescents. The campaign will be developed in consultation with the Commissioner of Health and will utilize various media outlets, including newspapers, radio, and social media, to reach a broad audience. The implementation of this campaign is required to occur within 180 days of the bill's enactment.
To support this initiative, the bill appropriates $500,000 from the General Fund to the Department of Education for the development and execution of the campaign. Additionally, the Commissioner of Education is tasked with reporting to the Governor and the Legislature on the campaign's activities and accomplishments within 24 months of the act's effective date. This effort aims to enhance public awareness and encourage safe social media practices among minors, ultimately addressing the mental health concerns associated with social media use.
