This bill mandates the New Jersey Board of Public Utilities (BPU) to enhance transparency and public awareness regarding retail energy choice for consumers. The BPU is required to review the websites of public utility regulatory bodies in other states with deregulated energy sectors to identify the most user-friendly platforms. Within 90 days of this assessment, and quarterly thereafter, the BPU must publish comprehensive information on its website about electric power suppliers and gas suppliers operating in New Jersey. This information should be presented in a format similar to the model state’s website, using plain language to educate consumers on the benefits of retail choice and ensuring it is user-friendly.

Additionally, the bill establishes a public awareness campaign aimed at informing electric and gas utility customers about the advantages of exercising their retail choice and guiding them on how to access the updated information on the BPU's website. The intent behind this legislation is to increase consumer participation in selecting their energy suppliers, as current statistics indicate low engagement, with only 6.2% of residential electric customers and 2.5% of residential gas customers utilizing their right to choose suppliers since the Electric Discount and Energy Competition Act was enacted in 1999.
