This bill establishes a Census Complete Count Trust Fund within the Department of State, aimed at funding initiatives to ensure a complete count of the state's population during each federal decennial census. The bill mandates an annual appropriation of $1 million from the State General Fund into this trust fund. The funds will be invested in permitted investments or held in interest-bearing accounts, with all generated interest or income credited back to the fund.

The moneys allocated to the trust fund will be utilized by the Department of State to support various state, local, and community efforts focused on achieving a full population count. Additionally, the Legislature is granted the authority to define by law which complete count activities will be eligible for funding in the lead-up to census day. The act is set to take effect immediately upon passage.
