This bill mandates the Department of Community Affairs (DCA) to implement an "Electronic Permit Processing Review System" that allows certain construction subcode applicants, specifically licensed plumbing, electrical, or heating, ventilating, air conditioning, and refrigeration contractors, to electronically submit necessary materials for permit application review. The bill outlines that the DCA must accept electronic submissions for various documents, including subcode application forms and supporting documents like shop drawings, while also prohibiting the requirement for a physical seal or signature on these submissions. Furthermore, it states that physical copies of plans at the worksite do not need to have an affixed physical seal.

In addition to these provisions, the bill allows the commissioner to adopt rules and regulations regarding the form and format of applications and submissions through the electronic system. It also provides flexibility for the commissioner to establish different submission requirements for complex projects and ensures that electronic reproductions of signatures or seals are accepted as valid. The bill is set to take effect on the first day of the fourth month following its enactment, with the commissioner authorized to take necessary anticipatory actions to comply with its provisions.
