To enforce these provisions, the bill establishes civil penalties for violations, with the Secretary of Agriculture responsible for collecting these penalties. A written warning will be issued for the first offense, while subsequent offenses may incur fines of up to $100. Each day a violation continues will be treated as a separate offense, and both the Superior Court and municipal court will have jurisdiction over enforcement proceedings. The bill is set to take effect 60 days after its enactment.
