This bill mandates the New Jersey Motor Vehicle Commission (MVC) to implement continuous video surveillance at all license plate drop box locations where the commission accepts returned license plates. The surveillance system must ensure that video footage is recorded continuously, with cameras positioned to provide clear and comprehensive coverage of each drop box. The cameras are required to capture high-definition footage, allowing for visibility of all individuals using the drop box for license plate returns.

Additionally, the bill stipulates that recorded footage must be securely stored and accessible to the MVC and law enforcement for a minimum of 30 days from the date of recording. The footage is restricted to use solely for the security of the drop boxes and for investigations into any criminal activity associated with them. Furthermore, the MVC is tasked with placing appropriate signage near the drop boxes to inform the public about the ongoing video surveillance. This act is set to take effect immediately upon passage.
