This bill mandates the Attorney General to implement a 90-day pilot program in the ten municipalities with the highest violent crime rates, as identified in the latest Uniform Crime Report. Each participating local law enforcement agency will receive a ballistics scanning device to enhance their evidentiary and investigative processes related to firearm incidents. The devices will allow officers to scan cartridge cases at crime scenes and upload the data to an investigative portal, providing immediate analysis to aid in investigations.

Upon completion of the pilot program, the chief law enforcement officer from each agency must submit a report to the Attorney General within 30 days, detailing the usage of the device and recommending its continued use. The Attorney General is then required to compile these reports and issue a recommendation to the Governor and the Legislature within 60 days, regarding the potential permanence of the program and the necessary funding for ongoing use of the devices in high-violence municipalities.
