This bill establishes comprehensive regulations in New Jersey regarding the sale and distribution of products containing intentionally added perfluoroalkyl and polyfluoroalkyl substances (PFAS). It prohibits the sale of various products, including apparel, cosmetics, food packaging, and juvenile products, containing PFAS starting three years after the bill's effective date. Additionally, outdoor apparel designed for severe wet conditions must be labeled to inform consumers of PFAS presence prior to a complete ban. Cookware manufacturers are also required to label their products with specific PFAS information in both English and Spanish, along with a QR code for further details. The bill further restricts the use of Class B firefighting foam containing PFAS for training and testing, while allowing its use in emergencies.

To ensure compliance, the bill grants the Commissioner of Environmental Protection the authority to enforce these regulations, including issuing orders and levying civil penalties ranging from $1,000 to $20,000 for violations, with a maximum of $25,000 per day for ongoing violations. The collection of these penalties can be pursued through summary proceedings or civil actions initiated by the commissioner. The bill emphasizes that the enforcement of these remedies does not preclude seeking other specified remedies, thereby ensuring a robust framework for protecting public health and the environment from harmful substances in consumer products.
