It will evaluate factors such as public resonance, the impact of wording on responsible betting, the effectiveness of placement and font size, and the potential for different messages to reach problem gamblers and underage individuals. The study must be completed within 12 months, and its findings will inform the development of three to ten key phrases that must be included in gambling advertisements, alongside existing required language like "If you or someone you know has a gambling problem and wants help, call 1-800 GAMBLER."

Additionally, the bill allows the Division to establish regulations that restrict gambling advertisements from being placed in or near sensitive locations, such as schools or college campuses, and on media that primarily target underage individuals or those on self-exclusion lists. The new legal language includes provisions for ensuring that advertisements are not deceptive and mandates the inclusion of the newly developed key phrases in all forms of gambling advertising. The bill aims to enhance the effectiveness of gambling messaging while promoting responsible gambling practices.
