This bill amends New Jersey's child labor laws specifically regarding the employment of minors in theatrical productions. It establishes new working hour limits for minors based on their age: those aged six to under nine may work up to six hours a day (with a maximum of eight hours on set), those aged nine to under 16 may work up to seven hours a day (with a maximum of nine hours on set), and those aged 16 to under 18 may work up to eight hours a day (with a maximum of ten hours on set). Additionally, the bill allows minors to work between 5:00 a.m. and 12:30 a.m. on days that do not precede a school day.
The bill also introduces a new registration system for permits that is separate from the existing system for other working minors, allowing a parent or guardian to create a shared account with the minor for permit applications. It permits a one-year multi-employer or multi-production permit for minors, while still allowing single production permits with parental consent. Furthermore, the bill modifies schooling requirements, mandating that employers provide a tutor for three hours of schooling per day for minors during employment, with provisions for additional schooling under certain circumstances. These changes are modeled after similar regulations in California and New York, as well as guidelines from the Screen Actors Guild.
