This bill mandates the New Jersey Transit Corporation (NJT) to implement a contactless payment system for rail passenger services, including light-rail, within 18 months of the bill's effective date. The system must allow customers to purchase one-way tickets using contactless payment methods, load a digital corporation card for ticket purchases, and utilize these digital cards to access train platforms without needing a physical ticket. Additionally, customers will have the option to buy reusable or one-time use physical cards that can also be used for ticket purchases.

The bill also stipulates that NJT may charge a reasonable fee for the reusable or one-time use physical cards, with the fee waived for individuals with disabilities and senior citizens. Furthermore, NJT is required to consider the impact of this new payment system on its employees and make efforts to find alternative employment for any displaced workers. The corporation must also study existing contactless payment systems in other states to inform its implementation.
