This bill establishes the Behavioral Mental Health Advisory Board within the Division of Mental Health and Addiction Services in the Department of Human Services (DHS) to enhance the provision of behavioral mental health services in New Jersey. The board's responsibilities include reviewing all aspects of these services and making legislative recommendations aimed at improving, expanding, and facilitating access to care. It will consist of 17 members, including the Commissioners of Health, Human Services, and Children and Families, along with 14 public members appointed by the Governor, the President of the Senate, and the Speaker of the General Assembly, each representing various mental health and healthcare organizations.
The board will be required to report its findings and recommendations to the Governor and the Legislature annually, starting one year after the bill's effective date. These reports will include an analysis of actions taken on previous recommendations. Additionally, the public members will serve without compensation but will be reimbursed for necessary expenses, and the DHS will provide staff support to the board. The Commissioner of Human Services is also authorized to adopt necessary rules and regulations for the implementation of this act.
