This bill mandates that public schools provide parents or guardians with specific information at least two business days before the annual Individualized Education Program (IEP) team meeting for special education students. The required written statement must include the student's current levels of academic and functional performance, a list of IEP team members seeking excusal from the meeting along with their input, and an invitation for parental feedback on the proposed IEP services.
Additionally, the bill establishes the Individualized Education Program (IEP) Improvement Working Group within the Department of Education. This group will consist of various stakeholders, including teachers, school administrators, and parents, and is tasked with examining and recommending improvements to the IEP development and implementation process, as well as enhancing parental involvement. The working group will analyze practices from other states, differences among school districts in New Jersey, and best practices in IEP development, and is required to submit a report with its recommendations within four months of its formation.
