This bill mandates that the owner or operator of a data center in New Jersey must prepare and submit a comprehensive water and energy usage report to the Board of Public Utilities (BPU) within one year of the bill's effective date and annually thereafter. The report must include basic information about the data center, detailed energy and water usage data, performance calculations such as energy reuse factor and power usage effectiveness, sustainability indicators, and any additional information deemed necessary by the BPU. Furthermore, the BPU is required to publish the received reports on its website within 30 days and update the information as needed.

Additionally, the bill stipulates that data center owners or operators must notify the BPU of any significant changes in operations or technologies that would necessitate an update to the submitted report, providing at least 60 days' notice before implementing such changes. This legislation aims to enhance transparency and accountability regarding the environmental impact of data centers in the state.
