This bill mandates the Board of Public Utilities (BPU) to conduct a comprehensive study on the impact of electricity usage by data centers on electricity costs in New Jersey. The study, to be completed within one year of the bill's effective date, will assess whether non-data center customers are unfairly subsidizing costs associated with data centers, evaluate potential unreasonable rate increases for ratepayers, and estimate the current and future impact of data centers on residential electricity rates. Additionally, the BPU will explore policy alternatives, including the possibility of implementing a special tariff for data centers to mitigate these costs.

The findings of the study must be reported to the Governor and the Legislature within 15 months of the bill's effective date. The act will take effect immediately upon approval and will remain in effect for 30 days following the submission of the report by the BPU.
