This bill mandates that electric public utilities in New Jersey submit an annual report to the Board of Public Utilities (BPU) by February 1 each year. The report must detail each recorded vote cast by the utility and its affiliates at meetings of PJM Interconnection during the previous calendar year, regardless of whether these votes are disclosed by PJM. Additionally, the report should include a brief description of the meeting's purpose, agenda, and the role of the utility or its affiliate, as well as an explanation of how each vote aligns with the state's goals for affordable, reliable, and sustainable electricity production and conservation.

Furthermore, the BPU is required to compile and submit an annual summary report to the Governor and the Legislature, which will include the information received from the utilities' reports, along with copies of the individual reports. The bill also empowers the BPU to adopt necessary rules and regulations to implement these provisions.
