The commission will consist of 11 members, including various state commissioners and five public members appointed by the Adjutant General, with a requirement that at least three of the public members represent different qualified veterans organizations. The commission is tasked with organizing, holding public hearings, and meeting regularly to discuss and evaluate the concerns of service members.
The commission's primary purpose is to identify and review the challenges faced by service members and to recommend appropriate measures, including potential legislation, to address these issues. Additionally, the commission is required to prepare and submit an annual report detailing its findings and recommendations to the Governor and relevant legislative committees, with the first report due within 12 months of the commission's formation.
