The commission will consist of 11 members, including various state commissioners and five public members appointed by the Adjutant General, with a requirement that at least three of these public members represent different qualified veterans organizations. The commission is tasked with organizing promptly after appointments, holding public hearings, and providing recommendations to the state regarding the concerns of service members.

The commission's primary purpose is to identify and review the challenges faced by service members and their families, and to recommend appropriate measures, including potential legislation, to address these issues. Additionally, the commission is required to prepare and submit an annual report detailing its findings and recommendations to the Governor and relevant legislative committees, with the first report due within 12 months of the commission's organization.
