This bill establishes the New Jersey Student Learning Standards Advisory Council, appointed by the Commissioner of Education in consultation with the State Board of Education, to assist in the ongoing review of the New Jersey Student Learning Standards. The council will consist of 15 members from K-12 education, higher education, and business communities, including parent and student representatives. Members will serve five-year terms without compensation, and the council will be responsible for ensuring that its members do not have conflicts of interest. The council will also be supported by the Department of Education, which will provide necessary administrative assistance.

Additionally, the bill mandates the creation of subcommittees for each subject area of the New Jersey Student Learning Standards. These subcommittees will review existing standards, gather feedback from stakeholders, and revise the standards based on their findings. They will also have the option to recommend adopting standards from other states or countries. The revised standards will be submitted to the advisory council for review and then forwarded to the Commissioner of Education for consideration by the State Board of Education. The Commissioner may propose different standards with a written justification, which will be made public.
