This bill mandates the Division of Family Development within the Department of Human Services to develop a notice for applicants of the State Supplemental Nutrition Assistance Program (SNAP). The notice will inform applicants about eligibility and verification requirements, as well as the responsibilities of county SNAP agencies in assisting with the application process. It must be written at a fourth-grade reading level in English and translated into the seven most common non-English languages in New Jersey, along with any other languages deemed necessary by the Commissioner of Human Services.
Furthermore, the bill allows SNAP applicants to self-attest to various factors during the certification or recertification process, including dependent care expenses, household composition, financial resources, shelter expenses, and citizenship status. While immigration status must be verified according to federal law, additional verification of self-attested information will only be required if deemed questionable. In such cases, the applicant will receive a written notice explaining the concerns and providing examples of acceptable documentation for verification. The Assistant Commissioner of the Division of Family Development is tasked with establishing rules and regulations to implement these provisions.
