This bill mandates that institutions of higher education receiving State operating aid provide annual training for designated employees, referred to as responsible employees, on how to respond to and report allegations of sexual harassment and sexual violence made by students. The bill specifies that responsible employees include faculty, campus police, administrators, general counsel staff, health personnel, resident advisors, and any other personnel likely to witness or receive such reports. The training will cover the duty to disclose confidentiality limits to victims, appropriate response methods, and the obligation to report incidents to the appropriate authorities.

Additionally, the bill requires responsible employees to report any alleged incidents of sexual harassment or sexual violence that occur on campus, at off-campus locations related to the institution, or through electronic communication. In cases where a report is made, the institution must investigate the allegations and take necessary steps to resolve the situation. The bill emphasizes that it does not restrict students' rights under the Campus Sexual Assault Victims Bill of Rights.
