This bill establishes a requirement for parking areas with 100 or more spaces to designate at least five percent of those spaces for hybrid, electric, and alternative fuel vehicles. These designated spaces must be the most accessible after those reserved for handicapped persons and will be marked with green paint and signage stating "Hybrid and Alternatives Parking Only." The bill also mandates that the Chief Administrator of the New Jersey Motor Vehicle Commission issue window stickers for eligible vehicles, which must be affixed to the driver's side rear window. Vehicles that do not meet the specified fuel efficiency standards will not be eligible for these stickers, and a violation of parking in these designated spaces without a sticker will incur a fine of up to $250.
The eligibility criteria for the window stickers will evolve over time, initially allowing vehicles with a minimum fuel efficiency of 45 miles per gallon for the first two years, and then requiring compliance with 163 percent of the Corporate Average Fuel Economy standards thereafter. The Chief Administrator will review the list of eligible vehicles annually to ensure compliance and allow for updates. This pilot program is set to last for 10 years, during which the Chief Administrator will report to the Legislature on its implementation and effectiveness.
