The bill establishes the New Jersey Eviction Crisis Task Force, aimed at studying eviction trends and their impacts on renters, landlords, local governments, and the state. The task force will analyze various aspects of the eviction crisis, including its causes, prevalence, unmet legal needs of residents facing eviction, existing laws, and the relationship between affordable housing and eviction rates. It will consist of 23 members, including state officials, legislators, judicial appointees, and public members with relevant expertise, and will be chaired by the Commissioner of Community Affairs or their designee.

The task force is required to report its findings and recommendations to the Governor and the Legislature within 18 months of its organization, after which it will expire. Members will serve without compensation but will be reimbursed for necessary expenses. The Department of Community Affairs will provide staff support, and the task force will have the authority to call upon state and local agency resources as needed. This initiative aims to create more effective policies regarding housing and evictions in New Jersey.
