The bill establishes the New Jersey Eviction Crisis Task Force, aimed at studying eviction trends and their impacts on renters, landlords, local governments, and the state. The task force will analyze various aspects of the eviction crisis, including its causes and consequences, the prevalence of eviction actions, unmet legal needs of residents facing eviction, and existing laws and pending legislation related to housing and eviction processes. It will also explore how affordable housing issues contribute to the eviction epidemic and the potential impact of evictions on homelessness rates.
The task force will consist of 23 members, including state officials, legislators from both political parties, judicial appointees, and public members with expertise in housing issues. The Commissioner of Community Affairs or their designee will serve as chairperson. Members will not receive compensation but will be reimbursed for necessary expenses. The task force is required to report its findings and recommendations to the Governor and the Legislature within 18 months of its organization, after which it will dissolve.
