This bill establishes a Food Banks for Pets Pilot Program under the Department of Health (DOH) to provide food assistance for cats and dogs to pet owners facing financial difficulties. The program will be implemented in collaboration with selected non-profit organizations and volunteer groups, operating for a minimum of one year, with the possibility of extension based on funding and effectiveness. The DOH is required to submit a report to the Governor and Legislature within one year of implementation, detailing the program's progress and recommending whether it should become a permanent initiative or be disbanded.
The bill grants the DOH the authority to select participating organizations, delegate program implementation, and coordinate with municipalities. It also includes provisions to protect donors and organizations involved in the distribution of pet food from liability related to the consumption of donated food. To support the program, the bill appropriates $1 million from the General Fund to the DOH for grants to selected organizations and other related expenses.
