This bill mandates the Department of Community Affairs (DCA) to implement an "Electronic Permit Processing Review System" that allows certain construction subcode applicants, specifically licensed plumbing, electrical, and heating, ventilating, air conditioning, and refrigeration contractors, to electronically submit necessary materials for permit application review. The bill stipulates that the DCA must accept electronic submissions for subcode application forms and supporting documents, such as shop drawings and compliance calculations, while explicitly prohibiting the requirement for a physical seal or signature on these submissions. Furthermore, it eliminates the need for physical copies of plans at the worksite to have an affixed physical seal.
In addition to these provisions, the bill allows the commissioner to adopt rules and regulations governing the electronic submission process and provides flexibility for large or complex projects to have different submission requirements. The DCA is also empowered to waive certain physical form requirements to facilitate electronic submissions and ensure compliance with the new system. The bill is set to take effect on the first day of the fourth month following its enactment, with the commissioner authorized to take necessary anticipatory actions to comply with its provisions.
