This bill mandates that all State, county, and municipal law enforcement agencies report any law enforcement incidents within 24 hours to the county prosecutor's office. A law enforcement incident is defined as any use of force by an officer resulting in death or serious bodily injury, the use of deadly force regardless of injury, or the death of a civilian during an encounter with law enforcement or while in custody. Upon receiving notification, the county prosecutor must immediately inform the Director of the Office of Public Integrity and Accountability (OPIA), who is then required to select an independent investigator within the same 24-hour timeframe.

The independent investigator will be responsible for conducting an investigation based on guidelines set by the Attorney General. This bill aims to enhance accountability and transparency in law enforcement use-of-force incidents by ensuring timely reporting and independent oversight, thereby codifying certain provisions of an existing Attorney General Directive related to such investigations.
