This bill amends R.S.33:1-12 to allow holders of plenary retail consumption licenses, typically issued to bars and restaurants, to operate sports betting pools specifically for championship sporting events. The bill defines "championship sporting events" to include major competitions such as the Super Bowl, World Series, NBA Finals, Stanley Cup Finals, NCAA basketball championships, and FIFA World Cup matches, among others. Notably, license holders will not need to obtain a separate sports wagering license from the Division of Gaming Enforcement to conduct these pools. However, they can only accept wagers from individuals who are physically present on the premises and must ensure that all participants are at least 21 years old.

Additionally, the bill stipulates that license holders cannot operate online sports pools and are not entitled to any proceeds from the sports pools; all winnings must be paid directly to the winning customers. This legislation aims to provide a regulated framework for sports betting at licensed establishments while maintaining strict age and operational guidelines. The bill is set to take effect immediately upon passage.
