This bill amends R.S.33:1-12 to allow holders of plenary retail consumption licenses, typically issued to bars and restaurants, to operate sports betting pools specifically for championship sporting events. The bill defines "championship sporting event" to include major events such as the Super Bowl, World Series, NBA Finals, Stanley Cup Finals, and NCAA basketball championships, among others. Notably, the bill stipulates that license holders will not need to obtain a separate sports wagering license from the Division of Gaming Enforcement to conduct these pools. However, they can only accept wagers from individuals who are physically present on the premises and must ensure that all participants are at least 21 years old.

Additionally, the bill clarifies that license holders are prohibited from operating online sports pools and are not entitled to retain any proceeds from the sports pools; instead, all winnings must be paid out to the winning customers. This legislative change aims to provide a regulated framework for sports betting at licensed establishments while ensuring compliance with age restrictions and local gaming laws. The bill is set to take effect immediately upon passage.
