This bill mandates that all electric public utilities in New Jersey submit an electric infrastructure improvement plan to the Board of Public Utilities (BPU) within 120 days of the bill's enactment. The primary goal of these plans is to facilitate the reopening of electric distribution circuits that have been previously closed to new renewable energy installations or limited to a capacity of 100 kilowatts or less. Each plan must include specific provisions, such as enabling the flow of electricity from the distribution system to the transmission system, requiring solar inverters and energy storage systems on closed circuits to utilize smart inverter technology, and identifying low-cost alternatives to reopen these circuits.
Furthermore, the BPU is tasked with reviewing and making decisions on these plans within 300 days of their submission. As a condition for approval, utilities must provide performance metrics and reports demonstrating the impact of their plans on distributed energy resource interconnections. They are also required to schedule the associated work to be completed as soon as reasonably possible. This legislation aims to enhance the integration of renewable energy sources into New Jersey's electric grid by improving infrastructure and facilitating new installations.
