The Safe Mobility Education Act mandates that the State Board of Education adopt new New Jersey Student Learning Standards in Comprehensive Health and Physical Education that focus on pedestrian, cycling, and motor vehicle safety. This update will occur concurrently with the next review of the New Jersey Student Learning Standards. The content must include age-appropriate information on pedestrian safety, visibility, rules of the road for bicycles, safe operation of bicycles and scooters, rights and responsibilities of cyclists and pedestrians, motor vehicle operation requirements, and the consequences of violating state laws. Following the adoption of these standards, school boards are required to incorporate this instruction into the curriculum for students in grades K-12.
Additionally, the bill requires the Commissioner of Education, in collaboration with the Commissioner of Transportation, to create a professional development module for educators to ensure effective instruction delivery. Teaching staff members responsible for this instruction must complete the professional development module satisfactorily. The act is set to take effect immediately upon passage.
