This bill mandates that certain school districts in New Jersey establish attendance review teams to tackle chronic absenteeism. Specifically, a school district must form such a team if its chronic absenteeism rate is 10% or higher, or if any of its schools has a chronic absenteeism rate of 15% or more. The attendance review team, which may include school administrators, guidance counselors, social workers, teachers, and community program representatives, is tasked with reviewing cases of chronically absent students, discussing interventions, and making recommendations for support to these students and their families. The team is required to meet at least once a month.

Additionally, the bill requires the Department of Education to create a chronic absenteeism prevention and intervention plan, which must be made available on its website within six months of the bill's enactment. This plan will provide information on chronic absenteeism, its impact on academic performance, and strategies for improving attendance through family and community partnerships. It will also include methods for collecting and analyzing attendance data, disaggregating it by various demographics, and tracking chronic absenteeism trends over time. The plan may incorporate a mentorship model and offer incentives for schools that successfully reduce absenteeism rates.
