This bill amends New Jersey alcohol licensing laws to permit plenary winery license holders, out-of-State winery license holders, and farm winery license holders to sell their products by the glass for consumption in licensed salesrooms. Specifically, it allows these license holders, who produce no more than 250,000 gallons of wine annually, to retail their products in original packages at up to 15 salesrooms separate from the winery premises, as well as to offer samples. The bill defines "by the glass" as selling an individual portion of wine or wine mixed with non-alcoholic beverages in an open container, thereby enhancing consumer options and potentially increasing revenue for wineries.

The legislation also includes various insertions and deletions to clarify the rights and responsibilities of license holders. Notably, it replaces the term "his" with "those products" to ensure gender-neutral language. While the fee structure for licenses remains unchanged, the new provisions aim to provide greater operational flexibility for wineries while ensuring compliance with existing regulations. The act is set to take effect immediately upon passage.
