This bill amends the County College Contracts Law to authorize expanded use of electronic procurement for public bidding conducted by county colleges. It allows county colleges to publish advertisements for bids not only in legal newspapers but also through electronic means, including the Internet. Bids can now be submitted in electronic formats as designated by the contracting agent, and revisions or addenda to bid documents can also be published electronically. The bill emphasizes that while electronic methods are permitted, county colleges must continue to fulfill their legal obligations by publishing notices in legal newspapers.

Additionally, the bill introduces a new section that permits county colleges to utilize electronic procurement processes as authorized by their board of trustees, in alignment with the Local Unit Electronic Procurement Act. This expansion aims to streamline the bidding process and enhance accessibility while maintaining compliance with existing legal requirements. The bill will take effect on the first day of the seventh month following its enactment.
