This bill mandates that owners of multiple dwelling units provide air conditioning or maintain operational air conditioning systems in units occupied by or intended for occupancy by senior citizens (aged 62 and older) or persons with disabilities. Specifically, the air conditioning must be capable of maintaining a maximum indoor temperature of 80 degrees Fahrenheit from May 16 to September 30 each year. The bill exempts seasonal rental units and licensed health care facilities from these requirements.

Furthermore, the bill amends existing regulations to require the Commissioner of Community Affairs to establish standards for air conditioning systems in all dwelling units that have such systems installed. These standards will ensure that the air conditioning is operational and can maintain the specified temperature during the designated months. The bill aims to enhance the health and comfort of vulnerable populations in residential rental units by ensuring adequate cooling during warmer months.
