The DMVA is tasked with developing guidelines and procedures for application submissions, as well as criteria for evaluating applications and awarding assistance. Importantly, no fees will be charged for submitting applications to this program.

The bill defines "immediate family member" to include spouses, parents, children, and siblings, whether by blood or adoption, and establishes "low income" as a household income at or below 50 percent of the median for similar households in the relevant region. Additionally, the Adjutant General is required to request sufficient funding for the program in the annual budget. The implementation of the assistance program will be contingent upon future appropriations by the Legislature, and the DMVA will adopt necessary rules and regulations in accordance with the "Administrative Procedure Act."
