This bill establishes a "Veterans Service Organization License" that permits certain veteran organizations, such as the American Legion and Veterans of Foreign Wars, to sell alcoholic beverages for immediate consumption on their premises. The license is exclusively available to bona fide members, their guests, affiliated members of other veteran organizations, and members of auxiliary organizations. Importantly, the bill clarifies that the sale of alcoholic beverages for off-premises consumption is not allowed. While bona fide members can host private events, they must supply all alcoholic beverages purchased off the premises, and the organization cannot charge for the consumption of these beverages during such events.

Additionally, the bill sets specific conditions regarding guest allowances and private events, allowing bona fide members to have up to nine guests at a time, while prohibiting affiliated and auxiliary members from hosting guests or events at organizations where they are not bona fide members. The local governing body will determine the fee for obtaining this license, which will range from $63 to $188. Notably, the bill removes the previous restriction on the number of retail consumption licenses that can be issued to veteran organizations within a municipality, thereby enhancing access for these groups to serve their members and guests.
