For new structures, the commissioner is tasked with developing requirements that include addressing the weight of electric vehicles, establishing installation codes for electric vehicle chargers, distributing parking spaces to reduce load intensity, analyzing construction types for load capacity, and ensuring at least 10 percent of parking spaces are designated for electric vehicles.

For existing parking structures, the bill outlines requirements such as reviewing current load specifications, monitoring performance with electric vehicle occupancy, publishing model analyses for upgrades, and mandating remediation plans for structures deemed unsound due to increased loads. If owners fail to comply within 90 days of a deficiency notice, the DCA has the authority to close the structure until compliance is achieved. The commissioner is also required to adopt necessary rules and regulations under the "Administrative Procedure Act" to implement these provisions, with the bill set to take effect three months after enactment.
