This bill mandates the Commissioner of the Department of Community Affairs (DCA) to review and amend the State Uniform Construction Code (UCC) to accommodate the increased weight of electric vehicles in both new and existing parking structures. For new structures, the commissioner is tasked with developing requirements that include addressing the weight of electric vehicles, establishing installation codes for electric vehicle chargers, distributing parking spaces to reduce load intensity, analyzing construction types for load capacity, and ensuring at least 10 percent of parking spaces are designated for electric vehicles.

For existing parking structures, the bill requires a review of current load requirements, a monitoring process for performance with electric vehicle occupancy, the publication of model analyses for upgrades, and mandates that owners of structurally deficient parking structures create a remediation plan within 90 days of notification. If they fail to comply, the DCA has the authority to close the structure until it meets the necessary standards. The commissioner is also required to adopt rules and regulations to implement these provisions in accordance with the "Administrative Procedure Act." The bill is set to take effect three months after enactment, with provisions for anticipatory actions by the commissioner.
