This bill establishes a one-year pilot program aimed at equipping public schools in New Jersey with tourniquets and providing training in bleeding control techniques. The program will be overseen by the Commissioner of Education, who will require interested governing bodies of public schools to submit applications that include details such as the number of schools and students, the quantity of tourniquets requested, and the number of school employees who will receive training. Each participating school must ensure that at least one tourniquet is accessible in an unlocked location on school property, clearly marked for visibility during school hours and school-sponsored events.

Additionally, the Department of Education is tasked with providing training to school employees from the participating governing bodies, with the option to contract a nationally recognized third-party organization for this purpose. The governing bodies are responsible for ensuring that their employees participate in the training and may also allow other school employees to join. At the end of the pilot program, the Commissioner is required to report to the Governor and the Legislature on the program's implementation, including recommendations for potential statewide or permanent adoption.
