This bill establishes a one-year pilot program aimed at equipping public schools in New Jersey with tourniquets and providing training in bleeding control techniques. The program will be overseen by the Commissioner of Education, who will require interested governing bodies of public schools to submit applications detailing the number of schools, students, requested tourniquets, and the number of employees to be trained. Each participating school must ensure that at least one tourniquet is accessible in an unlocked location on school property, clearly marked for visibility during school hours and school-sponsored events.
Additionally, the Department of Education is tasked with providing training to school employees, which may involve contracting with a recognized third-party organization for expertise. The governing bodies are responsible for ensuring participation in the training and may also include other school employees. At the end of the pilot program, the Commissioner is required to report to the Governor and Legislature on the program's implementation and make recommendations regarding its potential statewide or permanent adoption.
