This bill mandates the New Jersey Transit Corporation (NJT) to establish a two-year pilot program aimed at equipping every light rail train set operating in the southern part of the state with opioid antidotes to address potential opioid overdoses. The program will involve obtaining and distributing an adequate supply of opioid antidotes, maintaining secure and accessible storage locations on each train, and ensuring that these locations are stocked with at least two doses of the antidote. Additionally, the bill requires that the storage locations be marked with signs in both English and Spanish, and include informational cards on recognizing and responding to opioid overdoses. Authorized employees and contractors will be responsible for routine checks and record-keeping related to the opioid antidote supply, but they will not be required to administer the antidote or receive specialized training.

Furthermore, the NJT is tasked with preparing a report on the pilot program's effectiveness and recommendations for a potential statewide implementation, which must be submitted to the Governor and Legislature within six months after the program concludes. To support the implementation of this act, the bill appropriates $100,000 from the General Fund to the NJT. The act will take effect six months after enactment and will expire upon the submission of the required report.
