This bill mandates the New Jersey Transit Corporation (NJT) to establish a two-year pilot program aimed at equipping every light rail train set operating in the southern part of the state with opioid antidotes to address potential opioid overdoses. The program will involve obtaining and distributing an adequate supply of opioid antidotes, maintaining secure and accessible storage locations on each train, stocking these locations with at least two doses of the antidote, and ensuring that the antidotes are properly maintained during operation. Additionally, the locations will be clearly marked in both English and Spanish, and informational cards will be provided to educate staff on recognizing an overdose and administering the antidote.
Authorized employees and contractors on the light rail trains will be responsible for routine checks and record-keeping related to the opioid antidote supply, but they will not be required to administer the antidote or undergo specialized training for its use. Following the pilot program, NJT is tasked with preparing a report on its effectiveness and recommendations for a potential statewide implementation, which must be submitted to the Governor and Legislature within six months of the program's conclusion. The bill also includes an appropriation of $100,000 from the General Fund to support the implementation of this initiative.
