This bill aims to enhance safety regulations surrounding lithium-ion batteries and electric mobility devices, specifically low-speed electric bicycles, motorized bicycles, low-speed electric scooters, and motorized scooters. It prohibits the assembly, reconditioning, or sale of lithium-ion batteries using cells from used storage batteries for these devices. Additionally, the bill mandates that any sale, lease, or rental of these bicycles and scooters must comply with safety standards established by accredited testing laboratories, including the display of certification on the products. Violations of these provisions can result in a written warning for the first offense and a civil penalty of up to $1,000 for subsequent violations within a two-year period.

Furthermore, the bill requires businesses that utilize low-speed electric bicycles or motorized bicycles for commercial purposes to provide fire safety materials to their employees. The Division of Highway Traffic Safety is tasked with developing an informational campaign to educate the public about the fire risks associated with these devices and the necessary safety measures. This campaign will cover aspects such as purchasing, maintenance, and storage of the devices and their batteries. The division is also responsible for submitting annual reports to the Governor and Legislature detailing incidents of fires caused by these devices and evaluating existing safety regulations to further mitigate fire risks.
