This bill aims to enhance safety regulations surrounding lithium-ion batteries and electric mobility devices, specifically low-speed electric bicycles, motorized bicycles, low-speed electric scooters, and motorized scooters. It prohibits the assembly, reconditioning, or sale of lithium-ion batteries made from used storage battery cells. Additionally, it establishes that these devices and their batteries cannot be sold, leased, or rented unless they meet specific safety standards, including certification by an accredited testing laboratory. Violations of these provisions will result in a written warning for the first offense and a civil penalty of up to $1,000 for subsequent violations within two years.

Furthermore, the bill mandates that businesses using low-speed electric bicycles or motorized bicycles for commercial purposes provide fire safety materials to their employees. The Division of Highway Traffic Safety is tasked with developing an informational campaign to educate the public about fire risks associated with these devices and the necessary safety measures. This campaign will cover aspects such as purchasing, maintenance, and storage of the devices and batteries. The division is also required to submit annual reports to the Governor and Legislature detailing incidents of fires caused by these devices and reviewing existing safety regulations to identify potential improvements.
