This bill mandates the Commissioner of the Department of Community Affairs (DCA) to review and amend the State Uniform Construction Code (UCC) to accommodate the increased weight of electric vehicles in both new and existing parking structures. For new structures, the commissioner is tasked with developing requirements that include specifications for the weight of electric vehicles, installation codes for electric vehicle chargers, distribution of electric vehicle parking spaces to reduce load intensity, an analysis of construction types to ensure they can support the increased load, and a minimum of 10 percent of parking spaces designated for electric vehicles.

For existing parking structures, the bill requires the commissioner to assess current load requirements, establish a monitoring process for performance with electric vehicle occupancy, publish model analyses for upgrades, and mandate remediation plans for structures deemed unsound due to increased electric vehicle occupancy. If owners fail to comply with the remediation plan within 90 days of notification, the DCA has the authority to close the structure until compliance is achieved. The commissioner will also adopt necessary rules and regulations in accordance with the "Administrative Procedure Act" to implement these provisions, with the bill set to take effect three months after enactment.
