This bill mandates the Department of Human Services (DHS), in collaboration with the Department of Health (DOH), to launch a three-year advertising campaign aimed at attracting certified home health aides to health care professions. The campaign will highlight the rewarding nature of health care careers and inform potential candidates about available scholarships, student loan redemption programs, and other financial support options. Additionally, the DHS is tasked with creating targeted advertising to recruit certified home health aides from underrepresented racial groups, those with experience in senior care, and individuals interested in high-demand fields identified by the Commissioner of Human Services.
Furthermore, the bill requires the DHS to submit a report to the Governor and the Legislature detailing the implementation and effectiveness of the advertising campaign within six months of its conclusion. This report must also include the commissioner's recommendations regarding the continuation of the campaign. To support this initiative, the bill appropriates $3 million from the General Fund to the DHS for the development and administration of the advertising campaign. The act will take effect immediately and will expire upon the submission of the required report.
