This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) to issue 250th Anniversary Revolutionary War license plates for motor vehicles registered in the state. The design of the plates will be selected by the chief administrator in consultation with the New Jersey Historical Commission. An application fee of $50 is required, along with an annual renewal fee of $10, with the proceeds going into a special fund dedicated to supporting and preserving Revolutionary War sites in New Jersey. The bill also stipulates that state funds cannot be used for the initial costs of the program, which must be covered by non-public contributions, not exceeding $25,000, from the historical commission or designated entities.
Additionally, the MVC will not begin the implementation of the license plate program until it receives the necessary funds and at least 500 completed applications for the plates. The bill includes provisions for the chief administrator to certify the average cost of producing the plates annually, with the possibility of discontinuing the program if costs exceed the application fee in two consecutive fiscal years. The bill will take effect immediately but will remain inoperative until the specified conditions are met, and it will expire if those conditions are not satisfied within a year of enactment.
