The design of the plates will be selected by the chief administrator in consultation with the New Jersey Historical Commission, and the plates will feature a slogan and emblem representative of the American Revolutionary War. An application fee of $50, along with an annual renewal fee of $10, will be required, with proceeds going into a special fund dedicated to supporting and preserving Revolutionary War sites in New Jersey. The bill also stipulates that state funds cannot be used for the initial costs of the program, which must be covered by non-public contributions, capped at $25,000.

Additionally, the bill outlines that the MVC will not begin the production or promotion of the license plates until it receives the necessary funds and at least 500 completed applications. The chief administrator is tasked with certifying the average cost of the license plates annually, and if this cost exceeds the application fee for two consecutive years, the program may be discontinued. The provisions of the bill will not take effect until 13 months after the required conditions are met, and it will expire if those conditions are not satisfied within 12 months of enactment.
