This bill revises the existing laws governing extended employment programs for individuals with disabilities in New Jersey, renaming the "Sheltered Workshop Act" to the "Extended Employment Act." It updates the terminology used to describe facilities operated by nonprofit organizations that provide vocational rehabilitation and transitional employment, shifting from "sheltered workshop" to "extended employment." The bill broadens the eligibility criteria for individuals to participate in these programs by allowing those with significant disabilities, rather than just severe disabilities, to qualify. It also removes the requirement for individuals to complete a workshop program before being deemed eligible for extended employment, thus making the program more accessible.
Additionally, the bill eliminates the role of the New Jersey Commission for the Blind and Visually Impaired in determining eligibility and setting standards for the programs, while also removing the requirement for individual progress reports. It clarifies the desired outcomes of the extended employment program and establishes baseline funding requirements tied to the FY 2024 New Jersey State Budget and the consumer price index. The Division of Vocational Rehabilitation Services is designated as responsible for informing and referring individuals to the program, and the bill mandates consultation with ACCSES New Jersey on significant policy changes. Furthermore, it repeals outdated provisions related to the sale of products produced in extended employment facilities and modifies transportation assistance for participants.
