This bill amends New Jersey law to enhance safety measures for drivers approaching stationary vehicles. It requires motor vehicle operators to either change lanes or reduce their speed when approaching any stationary vehicle, regardless of whether the vehicle is displaying emergency lights, hazard signals, or other warning devices. The definition of "vehicle" is broadened to include all devices used for transportation on highways, excluding those moved by human power or used exclusively on rails or low-speed electric bicycles and scooters. The previous requirement that only certain types of stationary vehicles necessitated caution is removed, thereby expanding the scope of the law.
Additionally, the bill mandates the Director of the Division of Highway Traffic Safety to launch a public awareness campaign aimed at educating the public about the importance of these new driving precautions, the risks of non-compliance, and the associated penalties for violations. The penalties for failing to adhere to these regulations include fines ranging from $100 to $500, with the possibility of motor vehicle penalty points for repeat offenders. The bill is designed to improve road safety for all users by ensuring that drivers are more vigilant when approaching any stationary vehicle.
