This bill amends New Jersey law to enhance safety for drivers approaching stationary vehicles by requiring them to either change lanes or reduce their speed and be prepared to stop, regardless of whether the stationary vehicle is displaying any lights or signals. The definition of "vehicle" is broadened to include all devices used for transportation on highways, excluding those moved by human power or used exclusively on rails or low-speed electric bicycles, scooters, or motorized bicycles. The previous requirement that only authorized emergency vehicles, tow trucks, and certain other vehicles with specific lights necessitated such caution has been removed.

Additionally, the bill mandates the Director of the Division of Highway Traffic Safety to launch a public awareness campaign aimed at educating the public about the importance of these new requirements, the risks of non-compliance, and the associated penalties. The penalties for violations include fines ranging from $100 to $500, and repeat offenders may incur motor vehicle penalty points. The previous stipulation that points would only be assessed if the stationary vehicle displayed certain lights has also been eliminated. This comprehensive approach aims to improve road safety for all users.
