This bill amends New Jersey law to impose new conditions on drivers approaching stationary vehicles, expanding the requirement to reduce speed or change lanes to all stationary vehicles, not just those displaying specific lights or signals. Previously, drivers were only required to take these actions when approaching authorized emergency vehicles, tow trucks, highway maintenance vehicles, and sanitation vehicles that were displaying certain lights, as well as disabled vehicles using hazard signals or flares. The new definition of "vehicle" includes all devices used for transportation on highways, except for those moved by human power or used exclusively on rails or tracks.

Additionally, the bill mandates the Director of the Division of Highway Traffic Safety to launch a public awareness campaign that emphasizes the importance of these new driving requirements, the risks of non-compliance, and the associated penalties. The penalties for violations include fines ranging from $100 to $500, and repeat offenders may incur motor vehicle penalty points. The bill aims to enhance road safety by ensuring that all drivers exercise caution when approaching any stationary vehicle.
