The bill establishes the Responsible Animal Breeding Working Group within the Department of Agriculture in New Jersey. This five-member group is tasked with ensuring that residents have access to responsibly bred purebred animals. The working group will develop legislative, administrative, and policy recommendations to verify that animal breeders and retail outlets are breeding animals ethically and responsibly. Additionally, it will study and propose strategies to eliminate unethical breeding practices within the state. The membership of the group will include representatives from various organizations, such as an independent animal rights organization, the New Coalition of Responsible Pet Stores, the American Kennel Club, the New Jersey Farm Bureau, and the New Jersey Federation of Dog Clubs.

The working group is required to submit a report detailing its findings and recommendations to the Governor and the Legislature within one year of its formation. This report will include suggestions for legislative and administrative actions to ensure responsible breeding practices in New Jersey. The group will be supported by the Departments of Agriculture and Health and will expire upon the submission of its final report. Members will serve without compensation but may be reimbursed for necessary expenses incurred while performing their duties.
