The working group will consist of five members, selected by the Commissioner of Health and the Secretary of Agriculture from various organizations, including an independent animal rights organization, the New Coalition of Responsible Pet Stores, the American Kennel Club, the New Jersey Farm Bureau, and the New Jersey Federation of Dog Clubs. The group is responsible for developing legislative, administrative, and policy recommendations to verify that animal breeders and retail outlets are breeding animals ethically and responsibly, as well as strategies to eliminate unethical breeding practices.

The working group is required to submit a report detailing its findings and recommendations to the Governor and the Legislature within one year of its formation. This report will include suggestions for legislative and administrative actions to ensure that New Jersey residents can access purebred animals responsibly bred for purchase. The working group will operate without compensation, though members may be reimbursed for necessary expenses, and will have access to state resources for support. The group will dissolve upon the submission of its final report.
