This bill aims to regulate the use of artificial intelligence (AI) and generative artificial intelligence (generative AI) within the news media industry in New Jersey. It mandates that any generative AI content produced by news entities must include a label indicating it is AI-generated, credit to any sources used, and a disclaimer stating that the content may not accurately reflect the original source material. Furthermore, while news media can utilize AI to assist their professionals in research and reporting, they are prohibited from replacing human journalists with AI. Violations of these provisions can result in civil penalties ranging from $10,000 for the first offense to $30,000 for subsequent offenses.
Additionally, the bill codifies the existing Artificial Intelligence Task Force established by the Governor in 2023 and creates the Artificial Intelligence In Communications Oversight Committee within the task force. This committee is tasked with developing regulations and guidelines for AI in the media, investigating the potential replacement of human journalists by AI, studying the impact of AI on wages and work standards in the news media workforce, and examining the implications of AI on public opinion and data collection. The committee is also required to submit an annual report to the Governor and the Legislature detailing its findings.
